I sympathize with those that have inherited the problem, but who do we blame? Yeah, it's $50 billion to fix, but only because they should have been doing this work over the last 60-80 years. They throw about big numbers as an excuse to get nothing done. It's not fine to label this "safety" and pretend it's something new. This is a gross culture of endemic mismanagement.
